Repeated random numbers are not automatically a bug
Randomness permits repetition. A sequence that is forced to avoid every repeat follows a different rule from independent draws.
Random number →Calculate a simple repeat probability
For independent draws from integers 1 through 10, after the first result is known, the chance that the next result matches it is 1/10. The probability that all three draws match each other is 1/100: the second and third must each match the first. This is different from predicting one particular sequence, such as 7,7,7, whose probability is 1/1000.
Past runs do not balance the next draw
Seeing several low values does not make a high value due on the next independent draw. Likewise, a repeated result does not prove the browser is reusing a fixed answer. Short sequences can have clusters, gaps and streaks. A single striking pattern is not a sound test of the full random mechanism; statistical investigation needs a planned method and enough observations.
Match the draw to the task
If selecting three different winners, sampling without replacement is appropriate and the eligible pool must shrink after each selection. This single-number generator does not maintain that pool for you. Define the participant list, duplicate-handling policy and audit procedure before a real drawing. A mathematically plausible sequence alone cannot demonstrate that an externally run contest was fair or that its organizer followed the published rules.
