If only half the bandwidth is usable, does download time double?
For a fixed file size, transfer time is inversely proportional to effective rate. The usable percentage divides the ideal duration rather than adding the missing percentage.

For a 10 GB file over a 100 Mbps connection, ideal time at 100% usable bandwidth is 800 seconds. At 80% it is 1000 seconds, and at 50% it is 1600 seconds. The 80% case is not 800 plus 20%; it is 800 divided by 0.8, an increase of 25%. The percentage tool can verify that distinction.
Shared capacity is not always split evenly
When several devices transfer data, allocation depends on protocols, equipment and competing tasks. Two devices are not guaranteed to receive exactly half each. The usable-bandwidth field is a scenario input, ideally informed by observations, not a guarantee from the provider or a measurement made by the calculator.
Plan with a range of assumptions
For backups, updates or large downloads, compare several plausible rates and allow additional time. Convert seconds into minutes or hours only after calculating the duration. This tool does not measure latency, stability or packet loss and cannot diagnose a network fault. Pauses, retries or server-side limits may produce a completion time far beyond the constant-rate model. Keep the file-size basis and rate assumption with the estimate so later comparisons are meaningful.
